65 Package Tray. Over or Under Quarter Panel Trim?

Dumb question. On a 65/66 does the package tray fit over the quarter panel trim or under?

Fitting it over makes my newly purchased package tray board bow a little.

I put mine over the quarter trim. Just adjust the quarter trim tab down to minimize the bow.
