AC Clutch fan ?

How do I know that the clutch on the fan is working properly? I was changing the fan belt and noticed that I can spin the fan freely.

You must be talking about the fan clutch for the engine cooling fan......? It is a temp. sensitive spring system I believe. Is there any looseness side to side in the fan itself? When the engine is running, does the fan turn at what looks like the engine speed and stop shortly after the engine is shut off? Most I have dealt with seemed to turn a bit harder the faster I tried to turn them by hand.

It seems so spin correctly when the engine is on. I just can spin it with out much effort when the engine is off. I have not watched it when I was turning off the engine.
 
When the engine is cold and off , it should spin freely
This clutch engage ,when the heat of the radiator, reaches the clutch.
When driving your car , air will pass through the radiator and hit the clutch.
When the radiator is hot , so will the air that passes through the radiator and heats up the clutch.
In this situation the fan should rotate less freely when you shut off the engine.
IMO you should install a fanshroud.This way you can achive better cooling performance.
 
It sounds like it is working fine. If I can remember correctly the A/C cars need a HD or (severe duty) fan clutch that I beleive spins at like 80-90% of the pulley RPM when fully engauged. The standard units spin at 40-60% thus not pulling as much air. This needs to be considered in choosing the right unit or a standard one will not keep up. Here's a link that covers it.
