P/S Pump Bad?

Finally have my 70 up and running and it seems that the P/S is not working. Hoses are all new and I was told the valve was rebuilt. The pump was brand new, but it has been sitting for many years. The pump pulley spins freely and seems fine, but after bleeding the system of air, there is no P/S. Is there any way to test/tell if a P/S pump is bad? Are they easy/worthwhile to rebuild? Anything else it might be?

Does the ball stud of your power steering valve move a bit when turning the wheel ??
Maybe its stuck ??

I'll have to crawl under there later today while someone turns the wheel to take a look. How much movement should I be seeing there?
