What is the best engine bay paint to use?

I recommend anything that is catalyzed. I've used spray bombs but they don't hold up well to chips or solvents. This last time I used an epoxy primer and Eastwood underhood black sprayed with a gun. The Eastwood lifted some when hit with a pressure washer cleaning up the paint dust.

Either paint the engine bay with a hardened/catalyzed paint that you use for the exterior, or use a catalyzed black and go with either a gloss finish or add about a 30% flattening agent for a factory like appearance.

You asked for best, that's my vote. If you asked for easiest or cheapest, the answer changes.
