If the window and frame are not installed, you can pry VERY carefully with a small screwdriver at the top until it comes loose. It won't flex much when installed. You might try a razor blade around the glass to separate it from the gasket.

so I have to take the whole thing out of the door first?

Yes, it has to be unscrewed/bolted on the bottom of the wing window assembly first.

can you get that part out of the door (wing window part) without removing the window (door glass)?

I believe so. You have to take the nut off the bottom, then the two screws that hold the retainer on, then push the window down into the weatherstrip until the pivot comes out. There are some washers and bushings under the nut--don't lose them.
