From the photo, it doesn't look like there are many useable parts left, but I guess it depends on what you need. Looks like it has some YOM blue CA plates on it if they are reassignable.

Those were issued in the early 80s and would only be usable on a 1980 car. The DMV has some nonsensical YOM rules for the blue plates.

Agreed. The whole system is ridiculously complicated, like it was written by lawyers on mushrooms. Any unassigned plates should be able to be assigned to any car. Just take our money and assign the damn plates.
