1998 Mercedes C230 fan issues

I am looking to get some advice on a problem with my FIL's 1998 C230. Presently, the radiator fan starts running as soon as the car starts. I looked around a bit for a fan relay and didn't find one. The fan speed is at first slow and it speeds up a bit but still seems like it's running slow (20% speed). I traced the wiring and there is a device about 1/2 way up on the driver's side of the fan shroud and then the harness runs up the driver's side fender and into the fuse box.

I did find the 40 am fuse that is in line with that circuit, but it appears that I am unable to locate a relay as I would think belongs here.

Maybe this fan is being pulse modulated to control its speed.

Anyone know more about this model?
 
Steve ironically enough I was just working on my daughter's '93 190E today. While not the same model, I would imagine Mercedes engineered them pretty close. I had to check out the fans due to an overheating issue this past week. I am a member of a Mercedes forum that has a ton of info and I spent about an hour on there today looking for troubleshooting tips before venturing out to work on the car. You nay want to check there. They have separate catagories for the various types of Mercedes. The forum is Benzworld. org. They're a pretty friendly, knowledgeable and helpful group. Kinda like the Stangfix crowd of the Benz world! LOL
