Just thought I'd post an update. Finally figured out why it had starting issues. I was planning on rebuilding the carb anyway, so I pulled it and discovered a puddle of gas under it. It was leaking like mad and flooding the thing. After the rebuild, she starts and runs much better. Also replaced the plugs, wires, cap, rotor, and points. So for the first time in many years, she moved under her own power. Stopping is another issue. The mc is seized up so that explains why it wouldn't bleed. So I've decided to replace the just about the entire braking system.
