Those lights are Cibies on those "TempaStangs" of Sonny & Cher. Not much creativity. Ugly for sure. Looks like a couple of 1" ring notebook binders painted chrome sitting on the hood. would have been easier to just take the front ends off of a couple of early 60's Tempests and grafted them to the front of those ponies. WTF?
