Unless the process has changed, the record owner of that personal plate must release the plate and the new owner must then apply for them in order to become the "new" owner. If the ebay seller is not the person DMV lists as the owner of the plates there may be an issue. Further, if the plate censors get their shorts in a knot this time around, it may not go through. What appears to be offered for sale is the right to apply to DMV for that plate
