This is the CA Bureau of Automotive Repair website. You can plug in either a VIN or license plate # and get the smog test history of the vehicle in question. I was able to find out that my first Mustang, which I sold in 1982, was still on the road in CA as of 1997, and passed the smog test. Unfortunately, it seems to not have its original plates anymore, as the record for the license plate is for a 2002 Chevy Silverado. Don't know how that could happen.
