Cowl repair without cutting up the car?

While I have the interior out putting in the 69 seat pans, I decided to see why the cowl was leaking. The cowl is about the only part of the car that wasn't rusted out but now it leaks!!!
I took out the heater box and cowl vent and had my wife poor water in the cowl. It is a slow leak but it leaks around the metal ring.

so I ordered these things to see if it would stop the leak

You should treat that metal with a rust stopper thing. I saw some at Granger I think. You brush it on and it makes the rust go away, they claim.

i would try to wire wheel/seam seal the leak & fix it first, then maybe put those pieces in as insurance. if you just put those in & dont fix the leak, those will help hold water in there & before you know it....
