Engine timing question

This last weekend I had and oil leak. It was coming from the oil pan, took the pan off and found out it was the rear main steal. Okay replaced both, then I looked at the timing chain and it was very loose. So I took of the timing chain cover and made sure the timing marks were spot on. Well finally got everything back together and I went to check my timing and it's at 20 degrees!?! Try to set it back down to 8 and the car dies. I ended up also putting a new balancer also. Could the timing marks on the balancer be off? The only thing I did with the distributor is move it over so I could reach some the bolts for the timing cover?

Any ideas?? I have done this before and never had a problem before. This is the first I had to dig this deep into my motor.

Verify the bal marks by bringing the #1 cyl to TDC, bal should read 0.
A slack timing chain can throw off timing and keep the indexing marks of the cam/crank aligned.
 
Well I set it back to TDC and got it timed correctly. The car is back to normal.
