In the past i did remove the valve covers of my 351W and noticed that the rocker are mounted with odd looking bolts. IMHO.
I had to bent the oil block off plate inside the valve cover so i could mount the valve covers.
See pics.Anyone knows more about this setup?

Those are roller tipped rockers with adjustable nuts.
Because they are tall is why you had to bend the splash guard in the covers.

The stock rockers used a positive stop mounting bolt which is much shorter.
 
Those are known as Poly-Locks. When adjusting the rocker, you set the valve lash and then you tighten the inner hex to lock the adjusting nut in place. Like Mach1Rider stated they are used with an adjustable roller rockers. Are your rockers roller tipped? They look like a stock cast rocker.
 
on the rocker itself there is a stamp "FA" with on left and right side some #

Yep, those look like stock stamped rockers. There's no need for poly-locks, but since you've already modified the oil splash shield to make 'em fit, no need to ditch 'em either.
 
I think in the past the engine was overhauled but why they used this kind of setup , i don't know.
All i can say is that it runs very well and i can keep up with my friends 74 corvette w ZZ4 engine.
 
those are "rail" type stock rockers. They have rails that come down on either side of the valve stem. It was Ford's idea to prevent the need for guide plates on the push rods. The nouts on adjustable rockers would commonly have been crimped at the top to prevent them from coming loose after adjusting. As stated later model (70's) heads had non-adjustable rockers that you just tighten until they bottom out. It's possible the engine builder used a non-adjustable head but did not have the valve stems ground after a valve job to compensate for the difference in height and therefore needed these nuts to adjust the valves. I have seen this before. When the valves and seats are ground the valve stem height changes and then tightening the non-adustable nuts can cause valves to not close all the way. Backing off the non adjustable nuts would work except they don't stay in place and end-up backing off too much. The valve stems would need to be ground as well to the correct height to use stock nuts but this works.
