Mach 1 twist hood locks

While I was waiting for some weld through primer to dry on the door,I decided to get out the hardware to put the twist locks on as a trial fit. The bolts were way to short. My question is,Do I enlarge the hole in the hood structure so the hood lock mounting cup fits inside or do I get longer bolts?

The chrome outside part sits flush with the hood and the retainer cup clamps it in place.
The lock pin is adjustable to make the twist lock resess when locked.

Does the retainer cup go inside the hole underneath or does it sit flush like in the first picture?
 
First pic is correct mounting, if the lock pin needs adjusting loosen locknut and unscrew or screw in the pin and tighten nut.
