California Bill to Create “Road Usage Fee” Pilot Program Signed Into Law
Legislation (S.B. 1077) to establish an advisory committee to study a road usage fee was signed into law by California Governor Jerry Brown. Under the new law, the group will propose the tax as an alternative to the gas tax and make recommendations on the design of a pilot program.
According to supporters, a road usage fee will distribute the gas tax burden across all vehicles regardless of fuel source and minimize the impact of the current regressive gas tax structure. According to opponents, the law will penalize national efforts to create a more fuel efficient vehicle fleet by taxing drivers based on vehicle mileage. As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.
 
Sounds like the idiots are realizing that all the legislation they passed to force increased gas mileage is taking tax monies out of their play funds. Now the consumer/driver will get stuck paying even more than they did with the gasoline taxes. Watch.

Scarier thought is how are they going to monitor your mileage? You think owners will be trusted to just report it? Hah! Think they will just have quarterly or annual readings taken somewhere? Hah! Again. I see GPS locators being mandated for all vehicles before they are done with this shit. And I am not even one of the government paranoidians around this place. Come on earthquake...:oops:
 
C'mon guys...the bill only funds a STUDY of alternative gas tax ideas. Nothing wrong with looking for better, more fair ways of taxation. There's no INTENT to implement the program at the moment.

Would you not support a STUDY of flat income tax vice the progressive income tax scheme, even though there is no current INTENT to implement it?
 
Mileage will no doubt be taken when we have to get our SMOG check required every two years. Solution...buy pre-73 car, put in new engine and disconnect speedo cable 95% of the time.
 
Its California......It WILL become LAW. I'm guessing they will make more roads toll roads around major cities.

No chance. They won't let anyone coast for months let alone years without them getting paid. They also will not fail to cover schemes to avoid it. This will affect the whole country. Once the ball starts rolling

There is no such thing as fair taxation. As the affect on the government wallet is realized this and other means will come along to grab more.
Won't be long and the gas guzzler taxes will be put on any car that is not at least a hybrid. The only thing stopping it is that the majority of Democrat voters are on the lower end of the income line and can't afford to buy new cars.
 
My insurance company asks for the mileage on our cars each year, they may get it from that.

I've been giving them the same mileage reading from my 64 Falcon for the past 15 years. The speedo's broken and they haven't said a thing.

I spent 31 years doing government accounting and budgets, here is how it may go.
-The study is an excuse to give gravy jobs to friends/relatives/girl friends(see-Willie Brown)/relatives of big campaign donors(see-Clinton and the daughter of the owner of Tyson Foods)/washed up politicians(see- Carol Migdon)/people from a vendor that will get the contract for what ever they do, to sit on the study committee and get paid big bucks to meet maybe a few times and act like they really thought out a decision that was already made prior to the committee even being formed.
-If they decide to do any thing after wasting all that time and money, then they will need to pick a vendor to cerate a system to be built.
-At least one if not more of the afore mentioned people on the committee that pick the vendor will then suddenly go to work for the vendor.
-About half way through the design of the system the vendor will let the state know that the system will not be able to be built for the amount agreed to in the contract. So a change in the contract and MORE money will be required. This will also of course make the state hire more state staff to oversee the design of the system by the vendor.
-Once the system is built it will fall flat on it's face requiring a full redesign and MORE money, or the it will be abandoned, or the state will pick a new vendor and do it all over again, and or the state will sue the first vendor over the failure of the system.
-Gov. Moonbeam will still go about thumping his chest about how he tried to do his part to save the planet.

Just put a huge tax on Hybrid batteries to make up the difference.
 
I'm not opposed to taxes. Hey we drive on the roads it takes money for that. And when people say why don't our satellites spot everything...well it takes taxes for that too. It would be more fair to tax mileage. That way the electric crowd will have to pay their share of the road maintenance which they do NOT do now. What I'm worried about is that they will start this tax and KEEP the fuel taxes that are in the price of a gallon. And what of the out of staters? They get a free ride.....when now they pay there share? I say increase (heavily) the registration for hybrid and electric vehicles so they get to pay their share.

Problem there is if you tax the enough (just like everything else) people will go a different path. It would kill the growth of a needed new technology.

Better idea. Get the government over spending under control. Put a stop to abuse in contract road work. Those two things right there would solve any finance problems with our roadways for a VERY long time.
 
The fine politicians in CA had a road tax you had to pay years ago for those who used non taxed fuels like (at the time) LPG or natural gas filling from home and other such vehicles. IIRC they started to waive them to get people to use electric. So it seems there is no balance in the state regarding paying for roads that all who drive should pay for.

This was easy when gas was the only fuel. Now there needs to be a small gas tax that all who travel thru Cali will pay and increased registration for those who do not use already taxed fuel. Oh and a higher registration fee for vehicles that get more than 25 mpg.

Right now if you get lower mpg you pay more tax for the same amount of road you use.

The electrics crowd already get to use the HOV lanes without having the required 2 or more people in the car.

Make the tree huggers pay their fare share!:D

Think about what you typed, Mel. So people who invest in a more expensive Hybrid or even more expensive fully electric...which is what our government is trying to force people to do...should have to pay increased registration fees, etc. to make up for the fuel taxes they would not be paying. In essence, do what the government wants but still be just as penalized in the wallet. Maybe even more.

Let's not forget, many of these initial hybrid/electric vehicles have a life expectancy on the battery(ies) that is not really that long. The cost to replace them will take a huge chunk of any "savings" the owner may have seen in fuel usage. So the purchaser of such is already not really saving money. And the "green" benefit can be argued all day. So what are they getting for taking that step? Especially if the government is going to go after them with new taxes and registration costs?

Never has it been clearer than this latest taxing debate that all it is EVER about is the almighty dollar. It's also very clear those in government are not the brightest of bulbs. The next thing that is really coming on hard and fast is solar power/energy. Your local government leaders are already hard at work trying to figure out how they can tax us on it as well.

Let's stop playing their games. Instead let's hold them accountable for their poor leadership and management of our resources and monies. We are just weeks away from an opportunity to cast ballots that can invoke real change and real hope. Let's kick the old bureaucrats out and put people in place who are not tied to the old ways and have business and commonsense enough to change this kind of bullshit.
 
Isn't that the great irony of it all? In more ways than one. The majority of people who have occupied and taken over my beloved home state for the first 42 years of my life wanted and voted for hope and change.

I think there should be huge disposal fees for the batteries unless they are 100% recycled too.

I agree the people need to do all the things you say, but they won't in Cali.

What the Government really needs to fix is people's Tax Foot Print not their Carbon Foot Print. Tax Foot Print = How many tax dollars do you spend vs how many you pay. Yea, we all use the roads and other normal things but the people that spend the big tax buck not only use the roads, parks, etc. but they also spend the taxes we all pay when the police have to come to their house(or arresting them where ever), for their public defender, probation officer, eligibility & social workers, cash assistance, food stamps etc., etc. while they work for cash and pay any if little taxes. There is a reason that a mid size Calif. county has 6-7 full time welfare fraud investigators.
