In general...

Low oil pressure is possible with a full crankcase of oil (recommended oil capacity)?

Normal oil pressure is possible with a low oil reading on the dip-stick?
 
Yes to both.

Oil pressure is measuring "resistance" to flow. Generally the oil supply, as long as it's getting oil, wont matter. A few cases when it will:

If the engine has a low oil level, you can starve the engine by running high RPM, pumping everything out of the pan before it has a chance to return to the sump.

If the engine has a low oil level, the oil may be hotter as there is less oil to shed the heat (acts as a coolant), raising the oil temp and reducing the viscosity, thereby showing lower oil pressure.
 
While telling my brother about my Burb oil pressure issue he asked if I had oil. I said yeah full...you can have full oil and still have no pressure....he gave me the eye roll. Not the sharpest spoon in the drawer.
 
ya, I thought it was a strange question, as I knew you already knew the answers. So I figured you had a bet going with someone and were looking for the 3rd party answer....
