I recently sold an item to someone who proceeded to file a chargeback, and PayPal put a hold on the funds. I contacted the buyer who said the chargeback was filed in error because his account was hijacked. He received the item and was happy with it and was in the process of reversing the chargeback. I faxed the buyer's statement to PayPal, they eventually reversed the chargeback, but they reinstated it AND a $20 "fee" and called the issue closed. Apparently, since I didn't get delivery confirmation (low priced item), I automatically lose since I didn't follow the rules. I suggested they could contact the buyer to find out the truth, but apparently they only care about the almighty delivery confirmation from USPS and the word of the buyer means nothing. So now PayPal has my money +$20 and the chargeback was supposedly reversed by the CC issuer.
