So I took apart this timing cover on a mustang (289). And it has a "sock" or cover around the eccentric lobe for the fuel pump arm. This sock has caused damage to the cover. I do not think its stock.

Is this an anti friction ring or something
 
I'm having trouble identifying the 'sock' you're describing in that pic. Looks like a one piece eccentric with wear? If they mix matched the years of cam gear/eccentric and timing cover the eccentric will stick out too far and wear a hole in the back of the timing cover. I believe the cam gear is a different thickness at the center when comparing a 289 to say a later model 302 motor if I remeber correctly. You have to have matched cam gear/eccentric (1 or 2 piece) and timing cover to avoid contact.

Maybe a closer up pic of the 'sock' you're referring to?

It's basically a cover that goes around the circular lobe.

If you look at the arrow you'll see a gab between the two metals on the lobe.
 
Agreed. You either need a one piece eccentric, or you need the matching cover for the two piece eccentric.
 
Compare the heights of the 1 piece and 2 piece laying flat to see if the one piece is any shorter (don't think so), if I remember from 4yrs. ago when I went through avoiding this it was the center of the cam gear that was thicker/thinner depending on what year engine it was for. You could have a local parts guy pull a 67 289 cam gear, 73 302 and ~90 302 cam gear and mic or compare the thickness at the center where the eccentric sits.
