Smart type phone w/o a data plan?

Ok, daughter wants/needs a new phone and of course wants one that looks like or is a smart phone but I will not pay a monthly fee for her to walk around with the internet at her fingertips (13) plus my phone bill is high enough already. She really wants an iphone but again I'm not paying a data plan every month.

I have bellsouth/ATT for years now. I asked them on the phone and they said even if I didn't get the phone through them a smart phone would require a data plan or it would automatically start one when the phone registered but I don't trust their statements. They will say what is necessary to get me on more charges.

I have bought used phones (QWERTY, blackberry style, etc.) off fleabay before and just stuck her sim card into the new phone and was good to go, what would happen if I slipped her sim card into a smart phone? or are the cards different/non existent in smart phones?

Trying to get her the type phone she wants without 'breaking dad'. Plus there is no way the wife's going to allow her to have a better/smart phone without her getting one so that would double my monthly data plan costs.

Been a while since I messed with phones, but I think att uses the same sim card for all their phones.
What about something like go phone?

I know you can disable data on the android phones, but you'd need to lock the settings so she couldn't turn it on. Not sure on that last part.
 
The sim card will switch over, but some of the older ones need to replaced. I have been with ATT for years. They will automatically add a data plan if you activate any kind of smart phone. And especially on an iPhone. They require a completely different plan.

They do have a few decent touch screen phones that don't require a data plan, but they are not the same as a smart phone.
 
I wouldn't have a problem with locking/disabling if I could find an android I could do that on if ATT didn't charge me for the data plan. She wouldn't try ot turn it back on, she just likes the advanced look and fuction of the smart phone and the touch screen.

I'll look for their touch screen that don't have data plan, didn't know they had any. Their website won't let you sort 'phones w/o data plan'.
