Steel Style cente caps mounting

Hey guys,

I have a friend with a 67 convertible mustang steel style wheels and one of his center caps came. So he got a scott drake repro and it seems that the cap is still loose after screwing them down. Is there a trick to get them tight?
 
IIRC the caps are mounted with a screw and washer.
Well I used a second washer which hole is bigger then the "tap" where the screw goes.
This washer goes first , then the regular washer and screw.
Again , IIRC.
