Stupid question, but...

Ok, on the note of my no spark problem. After I get this Ignition switch in, im gonna take a voltage meter, but looking at that diagram. I should have 12 volts to the start solenoid, and 12 volts to one side of the ballast resistor when the ignition is in the run position, is this right?

And now, for the real stupid questions. Exactly how do I go about using a voltage meter. Lol. What should I set it on, and where do I put the little prods... I feel so stupid right now.
 
The switch part is located on the bottom of the colume, Look for the wire bundle going to it.
It has 2 nuts holding it on the tube with the sliderod connecting it to the tumbler set at the top where you put the key.

As for voltage, you should have it on the + side of the coil with the key in the run position.
Voltage from the start sol will only be present at the + side of the coil with the key in the start position.

Volt meter set in volts, red lead to pos side of coil. Black lead to ground.
