What car

Sedan would indicate a hard roof. This with a soft top would be a Model T Touring. Still not 100% sure.

Hmmmmmm, a 1918 Dodge Tourer's front fenders are very long as compared to what we see in the pic. Also the back window panel seems to taper inward from the top going down to the cab on a Dodge, whereas the pic show a rear window panel pretty vertical from a side view.
 
The Franklin hood looks longer but the Franklin does have a front bumper and the brackets (that hold the top when down) by the rear corners of the body look the same. Hard to see if the OPs photo has a sloped radiator like the Franklin.
