I am guessing its either the turn signal flasher or some top secret device to send morse code to the Germans?

Thanks, that makes sense, been too long since I took this thing apart... For some reason I thought the VR was much smaller...
 
Go for a electronic one when this unit is broken.
Electronic ones have a steady output of 14.3 volts or closeby.
