Adjusting Valves

I am installing a new cam lifter and push rods on my 289. I need to adjust the valves but I have a few questions. I have read to turn the crank till the intake and exhaust valve lifter is on the base circle of the cam, then tighten the rocker till the pushrod feels friction then turn a 1/4 more turn. Is this correct? How much friction should I feel? Does this collapse the lifter or is it just a little pressure then the 1/4 turn?
Thanks

Oh yeah, pay attention to the part where he talks about firing order. 289s and early 302s have a different order than 351s or later engines.

I think he uses a chevy firing order in the example. Write down your firing order and map out the opposites.
