He'd probably blow it all on a vw bus and a smoker.

The winning lottery ticket was sold in a little gift shop (From the news clips it looks like their display includes a lot of Asian chotzsky) in an east side neighborhood that has a large Vietnamese population. Given the demographics, my guess is that for Craig to be there means he ran out of gas on nearby 101, or is seriously lost. :dun
