Empty fuel filter

The car has a Red Barrel Holley elec. pump, fuel pressure gauge, and a 1405 Edelbrock on a 289. Should the filter drain back empty when the car is shut off? Don't remember what other elec. pumps have done in the past.
 
Yup, perfectly normal. You'll also notice that the filter is never empty of air ... also perfectly normal.
