I looked at the old one I removed.. and well its really rusty and craptastic so can't really tell.. but I'm assuming this little piece screws into the bottom correct? It came in a little bag along with the nuts, washer, and cotter pins so I know it goes on here somewhere and the obvious seems to be that hole.
