parking lights

What are the front parking lights for? My mustang hasn't been road worthy since the 80's so I am trying to understand what the parking lights do in the front valance. Do they only come on when the car is parked? Or are they a running light when you are driving like a fog light? If they only come on when the vehicle is parked, is their a way to wire them to a switch and turn it into additional driving light/fog lights?
 
The purpose for these lights are to warn other cars when you are parked at the curb but still in your car. Kind of a strange scenario, but there it is.

To turn that signal into always on, de-pin the black/yellow wire (#11) on the headlight connector and tie it into the running lights (#14), black.
 
being the rookie that I am, are you talking about a connector behind the cluster? Head light switch? Where is the connector you are referring to? Thank you again.
