Shock tower rust repair

I am restomodding my 1967 coupe and have run into an issue (I know, not possible, right?). I removed the driver side suspension today to replace and found this rust hole at the bottom of the shock tower. It looks like the po coated it with an encapsulator. I didn't find any rust or cracks on the passenger side. Also there are no stress cracks or rust anywhere else on the tower. The question that I have is can I get away with just repairing the lower section and welding in some gussets for added strength? Has anyone done just a repair without a full tower replacement? Thanks for any suggestions.

Weld it up and when you are modifying your car , use the shock tower reinforcement kit.
