What tools are needed tune a engine.

I have a timing light. Do I also need a vacuum gauge and a tach to properly tune? Also do you set up the carb first and then timing or vice versa? My car runs ok just tying to tweak it.
 
You can accomplish most of it with the vacuum gauge. You'll also need some small allen wrenches and screwdrivers...duh. Start by getting the carb back to factory settings and set the timing. Then go back to the carb. I think, someone correct me if I'm wrong 'cause my mind is half gone, a good place to start on timing is about 8*.
