Rear shock spinning

I was goin over bolts this weekend and tightening any lose ones when I came across the rear shock bolts. I tried tightening from the inside of the car but the shock just spun when i tried tightening, and it still spun then I had someone holding a socket on the bolts on the bottom side of the shock and it still spun. Why is the shock spinning? and how do I tighten it?
 
Have someone grab & hold the upper section of the shock while you tighten the bolt from inside. If they have a socket on the lower section, it will still spin. This happened to be before with other shocks but not with my current KYB's.
 
Exactly what Tom said. If you don't have anyone to hold the shock lightly clamp some vise grips on the shock and let it wedge against the undercarriage as you tighten.
 
Or an air impact wrench, which will tighten it b/c it will turn the nut faster than the shock will spin.
 
The top end of the shaft might have a squared off end.....this is to put an adjustable wrench on to hold the top from spinning. Not on all shocks...........
