Without mechanical safeties pretty much all jacks work under the same premise. Now, is there a difference in quality? Sure, that is in everything. Any jack can fail. I use a Craftsman I have had for probably 25 years. You use a jack to raise a car. The next step I take is placing a jack stand underneath the car in a location that can be reached by hand without crawling under the car. From there I place my other jack stands that are gonna support the car while I work under it. With all that being said I really don't care if it's an American or a Chinese person lifting the car. I ain't trusting my life to either one of em. If the Chinese dude will lift it for $10 vs the American dude requiring $15/hour with health insurance and a pension....Chinese dude can lift it.
