What about a couple flat bars (one for each side of the hump) that bolt to the "kinda" triangle pieces that are welded to the floor?
That way you can hold more of the foam. I don't have access to a welder so I have to think of ways to use bolts. :conf
 
The angle will be one piece, spanning both upright panels. I believe this would give all the support as needed. I forgot to mention that the sections welded to the floor will be about 15" wide, covering most of the front of the seat base. The final look would be like the "pan" they sit in in the original cars. This can be all bolted in and welded when you can get to one or stay bolted.
